Meet our College of Agricultural Sciences Human Resources Staff


Bill Devlin - Director

As Director, my chief responsibility is to insure that the faculty and staff employees of the College receive the best possible HR advice and services from our College HR staff and/or to collaborate with the university's central offices when needed to bring those services about. The College of Agricultural Sciences is truly diverse with over 2,000 employees statewide involved in teaching, research and service and we believe our human capital is our most important resource. Our office strives to enrich and enhance the working lives of our employees through first rate delivery of services, meaningful training and development programs, consistent application of university policy and advocacy with the central management of the University for improvements in faculty and staff conditions of employment.

Jeanne Price - Assistant to the Director

Primary responsibility is to provide direction and leadership for University and College-wide Human Resources initiatives and programs which includes job classification, staff development, CQI, employee relations, and employment. Additionally, serve as the College's sexual harassment contact person for faculty, staff, and students.

James Locker - Coordinator, EEO & Affirmative Action

I have a 50/50% shared appointment between the office for human resource services and the office for undergraduate education.  In my role as Coordinator, EEO & Affirmative Action Programs, I am primarily responsible for conducting recruitment and employment outreach activities to diverse populations for employment with Penn State Cooperative Extension.  As part of cooperative extension’s commitment to civil rights and affirmative action, I coordinate and serve as a staff mentor to candidates hired into the cooperative extension Professional Entry Program (PEP).  Additional responsibilities include working with the Director of the Office for Human Resource Services and the Director of Penn State Cooperative Extension in the administration of civil rights and affirmative action requirements for cooperative extension education programs.  Other responsibilities include assisting in the resolution of extension program and/or employment discrimination complaints filed with the University Affirmative Action Office, the United States Department of Agriculture, or other external agencies.

Crystal Switalski - Employment Specialist/Training Coordinator

As Employment Specialist for the College of Agricultural Sciences, my primary responsibilities include the Staff Vacancy process, Job Evaluation and Classification procedures, Recruitment activities, Worker's Compensation issues, College Service Award Program, Commercial Driver's License Program, as well as the ACTS Recognition and Reward Program.

Lisa Brooks - Human Resource Assistant

I assist in managing the day-to-day human resources functions of the office.  I coordinate and process a variety of human resource forms, answer questions concerning University policies and procedures and assist employees with questions related to health care and retirement information. I manage the college's attendance record database and process forms on IBIS to ensure your employee information is correct and up-to-date.

Betsy Hockenberry - Administrative Assistant I

Primary responsibilities include monitoring and processing paperwork for wage payroll employees and responding to questions regarding the policies and issues for wage employees. I also am responsible for the preparing and processing of the office budgetary forms. I provide staff support for the cooperative extension employment process and respond to questions regarding specific vacancies. I am also involved in providing staff support for various programs within the College such as the Staff Orientation Program.
